Typically, it's written by a bureaucrat who has absolutely no clue about the topic. So to cover, they use lots of buzz words in a word salad. In this case, it seems like a lame attempt to give the illusion they actually care and are doing something worthy of praise.Anonymousnoreply@blogger.com
